I recognize the value of both automobiles and motorcycles in police work, but I cannot too strongly endorse the use of motorcycles for traffic control. Every police department should give serious consideration to motorcycles for traffics regulation purposes… A uniformed officer mounted on a motorcycle, riding up and down through traffic, will secure far better results than a half dozens policemen in cars… Our traffic accident records prove this to be true… and the cost of operation a car is more than three times the cost of operation motorcycles in police work.
